I folded but I think its a mistake. I had 7 outs to a winning hand. I had 28% and only needed 20%.

I might float once out of few times, but it's usually a fold for me as well.

A lot has to do with how people respond to his donk bet and how he responds to those responses.

I don't expect most players to remember history between themselves and individual players, unless of course there's something memorable about the hand itself, so you should evaluate these situations by how people usually respond to his donk bets.

In my regular game with similar structure, we fight pretty hard for these small and seemingly meaningless pots.

That's why I like bigger games of same limit, because I am so used to fighting for these pots and most of the opponents of these bigger games are just so willing to "look for better spots."

I might not had a 7 outs. But I'm not sure if he donks KJ there or not. His donks are usually tp. I didn't have any direct history. Since he plays so tight and straight forward. I never tango with him.

That's a clear fold then, but without knowing much history of this player, I am guessing he will check a lot more often on turn than bet.

Pay attention to how others play with him. You don't need to play him yourself to gain such information.

People usually call. I always fold to his donk bets. He always shows up with good tp's. I took his bet as tp.

How does he play turn and how does he react to raise on flop?

You should practice solving these hands with HHs, not just equity, especially against a regular.

well the big thing is that you might be getting free rolled or drawing nearly dead. Your hand is all sorts of RIO.

He doesn't slow down ott. I have seen him donk 2 pair on a monotone board and bet turn and river.

Have seen him stack off on QJ7 board with AA when raised.

As for flop raises on his donk bets. Have not seen anyone try him yet.

He's the type that you take to value town by having strong made hands or less obvious draws, not hands like the one in discussion.

Anyone looking to actually play in a WSOP event would be well advised to read KurtSF's COTW on final tabling one. It is also a great read in and of itself. Like any form of poker, you have to make adjustments to your play. A working knowledge of ICM and a strong sense of FE are keys that cash players rarely deal with at LLSNL.
