Once Hero sees this flop, with his chip stack, this is a super easy shove.
Again, when you are short stack, you don't have the luxury of f--ing around. If he can be the first one to shove, he must shove because that shove will still have some foldequity and fold equity is an enormous part of why/how semibluffs are profitable.
But in the case that someone else bets first (enough to put Hero allin) Hero has to call.
In the case of Hero trying to get cute and set up a c/r, that is a mistake. Any bet by villain will be enough to pot commit villain. That is, Hero does not have enough chips to generate fold equity with a c/r. So, Hero's best line is to be the first one to shove. And if someone beats him to it, his best line then would be to go all in and call.
