Fish in my 1/2 game don't 3-bet jam into 2 players lightly on turns. I'd be surprised to see him show up with less than a set.
The loose player might have 78 or a flush draw I guess. You didn't say LAG though, so maybe he flats behind with AQ or pocket pairs. I think his range mostly consists of sets or Ax flush draws.
Honestly, I don't know if it's definitely the right play but I live to see another day. I dont see you being good often enough to make a call profitable.
Do flopped sets really check twice on such a wet board though? I can see the turn 3-bettor showing up with 22 occasionally, but I don't see a flopped set checking both flop and turn as something that happens particularly frequently on draw heavy boards. Not to mention that I block AA and 77.
