6/12 B&M, table is tight and passive (full of 4/8 regulars tipping their toes in new limit)

Preflop: Hero is UTG with 8 8
Hero limps, MP limps, Button limps, SB folds, BB checks

(Coulda perhaps raised preflop with this being a tight table, usually only 5 to a flop? I was happy with trying to start a limpfest, but maybe I shouldn't have...)

Flop (4 players, ~4 SB): T 9 2
BB checks, Hero bets, MP folds, Button calls, BB folds

(Not even sure a bet here on this flop is good, but it can't be horrible...)

Turn (2 players, 3 BB): 8
Hero bets, Button calls

(rather obvious)

River (2 players, 5 BB): 7
Hero?

Button is one of trickier ones at table and could definitely bluff this river. I'm also not too confident in folding to a raise by him (would be getting 8:1). Is checking to induce a bluff here (instead of flat value betting) really bad here? Cuz that's what I'm intending to do...

If you cannot bet/fold to the button, because you think a bluff raise would be likely from this player, then I think bet/call would be ok. I think you should be ahead much more than half the time here, and button will call one bet on the river a lot more often than he will raise and beat you. If some of those raises are bluffs, then bet/call is even more profitable.

I like the value bet a lot against a generic opponent, but if you are going to check to induce a bluff, you probably have the right opponent here. Especially, if you aren't going to be able to fold to a raise after your bet, because of the trickiness of your opponent.

Given that description of the button, did you ever consider a check-raise on the turn?

Do you think he would turn a hand with showdown value into a bluff by raising?

Can you discount the possibility that he has JT because he just called down? What about J9?

I suppose part of this is how you think he plays hands that make two pair by the river. If his play is inconsistent with how he would play T8 or 97, then his range might be such that inducing a bluff is better than value betting, especially if you can't take a b/f line.
