I recently called them to see if they were spreading a 15-30. They were, so I asked them what the rake was. The answer was "We don't have a rake."

Does anyone know what the situation there is?

I'd suppose that if they don't have a rake it's a time charge game.

Last time I played there I think there was a drop on the button. Maybe it's a CA term, but "drop" means it's a fixed amount taken from every pot, like $5 or whatever.

Long ago I sat a 3-6 LHE game at the Bike just to eat breakfast. One hand I was the SB and it folded around to me and I asked the BB 'chop?' and he answered 'chop what?' so I looked down and, sure enough, the dealer had snatched all of the chips and tossed them down the boxes. IDK what's worse: playing a 3-6 where everyone folds pre or having the house rape the players.
