That is not a problem. You can use PokerTracker 4 on up to two computers that you own and operate at any one time, but if you uninstall from one computer you can install on another so you won't invalidate your license in this way. (If you're not able to uninstall for any reason as long as the old install isn't used any more there won't be a problem). The PokerTracker license always grants simultaneous use on two different machines and you always get to pick which two, even if it's not the same two you started with.
To register PokerTracker 4 on a new computer you will need to use the same PokerTracker 4 registration code that was initially provided to you and, if you opened an account, is located directly on the PokerTracker website under
My Account -> Registration Codes.

A solid state drive will give you a performance improvement - how much will depend on the size of your database and the rest of the components in your computer, but an SSD will be noticeably faster than an HDD. As I mentioned in another reply above there isn't a fixed maximum size of database however things will run more efficiently if you have free disk space available and PostgreSQL in particular can be slower if it doesn't have as much free space to work with as the size of your biggest database.
