The percentage complete is a percentage of the total housekeeping actions remaining complete. So if you are doing all 4 housekeeping actions it's at 0% until the cluster is done, then it's at 25% until the vacuum is done, etc.
This behavior will be changing in the future to more accurately reflect what you would expect it to.

Please enable logging (Configure --> Options --> Logging Enabled needs to be checked; if it isn't, check it and restart PT3) and if you get these errors again please send us a message via the
support system.

Do you have multiple databases? If so, have you made sure the cache was updated on all of them? Having a cache on one database and not on another obviates the benefit of the cache.

The open tables is a nice feature. I think it makes more sense to just double click the table to open it though. It would go a lot faster when you are opening like 8 tables to not have to drag the mouse back and forth.
My HUD still took about 45 seconds to appear on new tables.
Please enable logging per my previous instructions in this post and attempt to update the cache again. If it fails one more time that message will be put into the log file; please create a
support request containing the PokerTracker.log file (in C:\Program Files\PokerTracker 3\) and we'll help you get this issue resolved.

That's decidedly odd, and obviously shouldn't happen. Is the HUD now working for you? If this happens again, please submit a log file per the above instructions so that we can make sure this gets fixed.

If it doesn't work it won't install giving an initdb:1 error message. People seem to be having more success now than they originally were in May/June so the 8.3.x branch may have been fixed to work with Vista now, but not running Vista myself I can't really test it. If you can get 8.3.x installed successfully and the cluster initialization doesn't fail, you should be able to use it just fine.
Once everything has been installed you can re-enable UAC
but you should make sure BOTH PokerTracker 3 AND your poker clients are being run as Administrator (right click on the desktop icon--> run as administrator, if that's not there, right click --> properties --> Security --> run as administrator). If PT3 isn't run as adminstrator it doesn't work right at all, and if certain poker clients (PokerStars in particular) aren't run as administrator they'll fail to save hand histories, making PT3 unable to import them (obviously). So I just wanted to point this out clearly so you don't end up confused why things weren't working

There shouldn't be any more database changes at this point, and since Beta 16 should fix most outstanding bugs (we hope), in the future if need be we hope to implement a routine to avoid this reimportation.
I can't promise 100% that you will never have to reimport, but I can say that it's unlikely that you'll have to do so.

Please make sure you have updated the cache on all of your databases. If that doesn't help, please enable logging as per the above instructions and submit your PokerTracker.log and PokerTrackerHud.log files to our
support system. Beta 16 works better for most users who were having trouble (myself included); I'm not sure why it's causing trouble for you but we will figure it out and get it fixed.

Edit: I just noticed that the table averages is the exact same for all tables with HUD working. Im having a hard time beliving that the 12 tables that are now working with HUD has the EXACT same table averages.
The table averages being identical definitely sounds fishy to me as well. Not to sound like a broken record, but if you could also submit your PokerTracker.log and PokerTrackerHud.log files (see earlier in this post for directions) it would be very useful for us to see what's going on and get it fixed.
