Both of these can cause issues and they could certainly affect one machine differently than another that both use the same OS.

It sounds like your AV is causing issues with your (old and new) postgresql databases. It may have caused issues with your postgresql installation that could affect all/every database. If this is the case the only way to fix the PostgreSQL installation would be to uninstall that AV, reboot, reinstall PSQL then install Windows Defender (or Security Essentials if using older OS) to prevent this from happening to new databases.*
This is why regular backups are a good idea. If your database becomes corrupt you can restore a backup and only have to import the most recent hands (that were played after the backup was created) and edit any tournament results if necessary. I recommend keeping at least the most recent 2 or 3 backups in case the most recent one does not restore properly you can try the previous backup.

You can try HM Sync. It will only update new hands, not delete any hands, but we actually do not recommend using HM Sync as it was an alpha feature when HM2 was released and we quickly discovered issues with it not tracking tourney results from some sites. It would have been too time consuming to fix and as a result has not been updated since HM2 was released in 2011.
There are a variety of known issues with the HM Sync Beta feature where the results (generally tournament) are not syncing properly for some customers.
