So after a couple months of lack of funds and procrastination, finally put in an order for cue sticks. I ordered a Scorpion regular playing cue, an Action Break/Jump cue, and a multi-tool that's a tip shaper and tip tapper. I was advised to get one of those things to shape the tip to my liking and allow the tip for more chalk retention. So what the hell do I do to the tips once the shipment gets here?

With all cues i've ever bought, the answer is 'Tear it off and have it replaced with something good'

Usually a good reference to shape your tip and the what i always used, is the the curvature of a Canadian or American dime.

The tool in the following link is a great tool for tip shaping and scuffing. I have one in my pool case and ive used it for years.

file the edges, make it either flat/mushroom shaped, just a few things i've seen experienced players do to theirs.

I guess more specific questions would be how difficult is it to shape and tap? Is it one of those delicate things where I have to be very careful or I'll ruin the entire tip and render it useless? And how do I shape and tap?

Also, the standard tip from the places I ordered from is 13mm water buffalo for regular cues and phenolic for jump/break cues so I don't think I need to change the tips.

This seems like an appropriate place.. what do I look for in a tip? I want to upgrade mine as I'm improving.

Depends on a large range of factors, most of which rest on what your personal preferences are. The main factor is hardness, although there are some other things to think about depending on your cue and playing style.
