As the only major villains that they haven't introduced yet are Joker, Bain and Mr. Freeze, me thinks that the season ending cliffhanger will be the reveal of one these characters as the Wayne's murderer.

Penguin will not become Joker, or anyone else that isn't Penguin

His name is Oswalt Cobblepot, everyone calls him Penguin already. He limps and wears a suit roughly always. In what Universe does he not end up being Penguin?

And I'm going to go ahead and predict that they're not going to even touch Joker in this series at all. Unless for some reason this show goes 6+ seasons and they're running out of villains

yaya major villains I know, but who says they HAVE to introduce them all? I don't expect them to introduce Joker at all, and Bane would just be weird in any interpretation

Ra's and Talia probably not going to be used because of Arrow.

Because licensing contracts. Because they're all currently broadcasting at the same time. Because three different networks are involved and inter-network crossovers are extremely rare. Because the tone of Arrow/Flash is very different from the tone of Gotham/Constantine.

Arrow and Flash have established a shared continuity. However, unless Gotham and Constantine join I doubt we'll see many, if any, shared characters if only for the sake of not confusing viewers.

Arrow has used non-GA characters and Flash has used non-Flash characters. So maybe all four shows have carte blanche to use whoever they want.

Yea I'm not saying they're a shared universe and can use anyone, was just saying it's not unreasonable that we might see different interpretations of the same (minor) characters.
