Right, but I was thinking that there are a lot of teams who have room for five or fewer new prospects in the minors, so they would not be exceeding the 10 pick max if they drafted a rookie who is headed for a MLB roster (aka instant promotion in fantasy terms).

I'll go ahead and tip my hand here, but what about players signed over from Japan? That's what I was getting at. Think of Daisuke's situation when he was technically a rookie (no MLB experience), but was signed and rostered as an MLB player. Is he still only eligible to be drafted?
Should we have a special rule for something like that? I see why we'd want to prevent someone from stashing prospects/picks on their MLB roster, since it's kind of a loop-hole for adding extra picks,
but if a player is obviously going to skip the minors altogether, would your answer still be the same?
