A few things you can do.
1) #2 above is the simplest, and 4 adds is a good number imo.
2) Set a limit for starts per week. Also create some form of "punishment" for people who dont pay attention and go over. yahoo doesnt track this, so its up to teh league members. Ive been doing this in 2 leagues for 5 years now, and in total Ive only had guys go over the weekly limit in like 3 instances.
3) Use FAAB, w/ continuous waivers, and dont allow adds on saturday. (The commish can select which days to run waivers on) This makes it very difficult to load up on sunday streamer pitchers. Used in conjunction with the first 2 options, it basically eliminates excess streaming. You can still "stream" a couple times per week, but everyone is on the same footing, and everyone knows exactly where they stand each day of the weekly matchup.
No more "Surprise! I just picked up 5 SP at 11:59 PM saturday night and now I own you in K's and W's"
