He's just saying that when you c-bet the flop, you'll often be planning to barrel the turn. Hands like OESDs and gutters already have 4+ outs on the flop, so will still have at least 4+ outs (or a made hand) on the turn, so it's "standard" to both c-bet and (usually) barrel with your straight draws. Other hands might have no immediate outs on the flop, but the turn card can give them a backdoor draw that allows them to barrel.
e.g. On a a flop on Kh Ts 3c, all combos of QJ have an OESD on the flop, and will
still have an OESD on the turn, even if it's a "blank" like the 6c. A hand like 54cc doesn't have much on KT3r, but it does have backdoor clubs and a BD OESD. If the 6c comes on the turn, 54cc will actually have an open-ended straight flush draw on the turn (15 outs).
A combo like 87dd on Kh Ts 3c not only has nothing on the flop. It will usually have nothing on the turn either. About the best turn it can hope for is a 9d that gives 87s the idiot end of a straight draw, on a rainbow where no flushes are possible.
In short, before c-betting the flop with a very weak hand, consider whether there are any turn cards that will improve its equity. 54cc isn't so bad on KhTs3c, as any club, deuce, six, or seven, will increase its equity on the turn. A combo like 87dd is just air on that flop, as there isn't a single turn card that will mean it's drawing to the nuts. Hence, you would prefer to c-bet 54cc (or hearts/spades) with backdoors, than 87dd with no good turns.
FWIW, if villain happened to have KK on KT3, then 54cc has 7% equity (because of its backdoors), but 87dd is close to drawing dead, with just 3% equity. Since you don't want to bloat pots when drawing dead, you'd rather c-bet 54cc than 87dd. And you'd barrel with the 54s if you got one of the many good turn cards for it. (On a 6c turn, the old 5-high has almost 30% equity vs top set! There's no way that 87s in the 'wrong' suit can ever pick up that much equity on the turn.)
