Dynamic and Static flops?

Does anyone have good way to classify flops as Static or Dynamic? I am trying to design an algorithm for classifying flops.
Using these definitions:
A dynamic flop is one where the winning hand likely isn’t made yet.
A static flop is a flop where there’s a good chance the winning hand is already decided. Good but very subjective.
Anything would help, a chart or examples.
Are there Apps that classify flops as static / dynamic or wet / dry?

What is still missing is a method to classify flops.

Maybe you could measure how dynamic a flop is by calculating the standard deviation of turn equities for each possible turn card for AA vs a range that might be reasonable for defending a middle position open from the big blind.
