Sort of. The bluff doesn't depend on your range assignment, or your expectations, it depends on what the person actually does.
If the person actually folds more than 50% of the time, he's obviously folding more than 50% of his range and a pot-sized bluff is profitable.
Also just because something is +EV, doesn't mean it's best. Maybe he folds 40% of his range to a 1/3rd pot bet. Maybe he folds 90% to a slight over-bet.
