Clarification of a few concepts

I just finished "Professional NLHE" by Ed Miller et all. I found it incredibly enlightening. I wanted to get all of your takes on a few concepts to make sure that I understand them.
Commitment Threshold: They talk about crossing the commitment threshold when 10% of your stack goes in. I believe what they are saying is that, at that point, you need to decide what size pot you want to play and make contingency plans for them. Not that 10% = committed. Am I right?
SPR- This just seems to me to be a quantification of what stack sizes play well with what hands. And how you can manipulate that a bit to your advantage. Did I get that about right?
