actually the 3... is not "!!" just "!" the "!!" is the 1...

as he predicted the 3.... since the 1...

if 4.Kf2 Nd4 then Ng4 wins

well 3...Ng4+ also wins easily so I don't think there's anything brilliant about 1...Rxe3. 3...Qxf4 is definitely spectacular, even if it's not deep, so it should get the !! imo.

Not that it really matters, even Fischer would probably have been embarrassed to notate either move with !! if he was annotating his own game.
