The tiebreaks are for only
after the tournament is over.
If two people both have 5.0/6.0 at the end of the tournament, then those two players will play a tie-breaking match for 1st place.
You need 5 rounds of a Swiss tournament to take 32 players down to one sole perfect score. Similarly, you need 6 rounds of a Swiss tournament to take 64 players down to one perfect score.
That's why. It would be rather silly to have a tournament end with more than one person with a perfect score.
