Actually, Fabiano has already become no. 1 in rapid chess, both currently and all-time, as a result of the Dubai championship
(2858 vs Carlsen's 2855). He took the first spot in rapid at Zurich in March 2014, overtaking Magnus, who is now not even at the personal high point, which was 2856 after the rapid championship in Astana in August 2012.
Edit: even if we assume that, before the introduction of blitz and rapid ratings, they were equal to classical chess ones (as it was set for active players at the moment of the intro), Fabiano's 2858 is still the highest, beating Kasparov's good old high point of 2856.7.
