assertion:
PR encourages to avoid getting into complex games, because the bot is bad in assessing backgames, not to mention 3point backgames.

Yep. There are multiple occasions where I won a match against GNU with a 1400-1500 rating because I played a couple backgames. The most memorable one was a total back game, 92 moves, and 16 moves in a row marked very bad (I was breaking my home board to get all my checkers sent back).

This is puzzling to me - I am heading in to a gambling situation, where I have a what I think is a slight edge. I'm not sure how much edge you would require to make it.... not a sure thing, but a winning situation? If I'm an 11 and my opponents are 13, how do I calculate my expected EV? At what point do I say that the 2 difference is enough to warrant betting loot on? Do I wait for a PR of 8?

I love this game.

It would be cool to join Mochy's 4.0 PR club! There are some PR knockout events where it may be advantageous to either avoid being the side playing the backgame or to lure your opponent into playing one just so that they take a big hit to their PR.

getting your PR below 4 is no easy task. I think less than 1% of BG players can get there. It's easy to play a 0.X PR game now and then, but over time its very unlikely.

This is an interesting question.

As I understand it, PR is basically your the average equity you give away per decision (multiplied by some number like 500 or something like that). If that's correct, then to a first approximation the PR rating difference might depend only on the difference.

Except that as PR goes down, the standard deviation of the average equity given away probably goes down, so maybe it does matter at least a little bit (but I don't know how you might compute it with the available information).
