Yes and no. The story was much better and more cohesive in the first one so far. Overall gameplay has been improved quite a bit, though, as long as you're playing on hardcore or insanity.

how is dialogue in the sequel?

i thought dialogue in me1 was amazing

combat was piss poor though

and all the damn non main planets were completely barren and boring as ****

and they kept recycling the same damn bases over and over

even the dlc had recycled content

It's pretty good, and the side quests are better. There's no more stupid Mako to deal with. Really any gripes about certain changes to the gameplay are far outweighed by not having to drive that thing around again. The only problem is that, since it is so story driven, the main tale really does have to continue and hold up to the first instead of sour it, and I'm not sure bout all that.

The Salarian scientist is my favorite:
