I know you feel really sure about this, but as a matter of physical chemistry the term is used all the time in that context. You are absolutely correct that about the other usage though. Some elements are perfectly happy sitting around with a bunch of other elements just like them and some are not. Noble gasses have full outer shells and are happy, and the farther down and left you go the less happy they are not to react with something. I just have spoken with some physical chemistry folk lately and made the joke in that context. I am willing to conceede reactivity is the more common term for the same thing.
