I realize that not everyone would try to make thoughtful choices for the neighbourhood, so the approval part I could live with...but having to wait for 2 months in a town of 10,000 people is off the charts crazy. I live one street away from total wilderness. I could literally walk to, and call on, every single neighbour that EVER even drives by my property in about 30 mins.

Variance on fence height is mostly bull****, but regrettably enforceable on a whim.
You may be able to get a permit from the front edge of the build line of the house to the edge of property line (or a defined buffer) at the sides and rear of your property with way less hassle. Throw the 3' in the front (if you're still interested).
I can't guess what your lot looks like, but at my house, for example, fence from each front corner to the edge of the property then around the back closes off all garage, 1/3 of the drive, the detached garage, and all but the from door (which is only used by me, for smoking, and the Jehovah's Witnesses). Weld it shut, and we're confined/protected.

I don't know what a subdivision spur is. The town originally existed on one side of the highway and at some point they created our neighbourhood on the other...we have a normal town address, tho.
Lily left through the front door, so if they won't let us fence the front and put a gate on the driveway, there is really no point to putting in a fence at all...it won't keep her on the property.
