Is it possible to reset the data base and start again from new??

Yes. Click Database --> Database Management, click on your database, click "Purge". However please be advised you cannot undo this action so be sure you want to do it before you purge.

After i have purged the hands, do i then have to delete the postgres database i am using before i start saving new hand histories??

No, when you have purged your database that means the database is completely reset and empty, so you're free to import the hands into that database
