when i go to start poker tracker it says its loading but nothing happens. then when i go to start it again it says a version of poker tracker is already running

Could you check to see if PostgreSQL is running in the task manager (ctrl+alt+del -> Task Manager) on the processes tab?

If it isn't, make sure that your firewall has explicit exceptions for C:\Program Files\PostgreSQL 8.3\bin\pg_ctl.exe C:\Program Files\PostgreSQL 8.3\bin\postgres.exe and C:\Program Files\PokerTracker 3\PokerTracker.exe, then close PokerTracker via the processes tab of the task manager and attempt to open it again and it should work that time.
