I installed postgreSQL 8.3 , everything worked fine with PT2 and PT3 but I've shut down the computer and restart I keep getting this error message:

could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "127.0.0.1" and accepting TCP/IP connections on port 5432?

I tried "start service' , "stop service", "reload configuration" but...nothing happens. I'm using Vista and UAC is disable, and I don't have a firewall running.

EDIT: pg_ctl.exe is running.

pg_ctl is running, but is "postgres" running? I know there are some issues with Vista and postgreSQL 8.3, read this thread for more information on that.
