Did you install the "Full" PT3 installation so that PostgreSQL was installed? Did it complete OK?
When you do Start > Programs > PostgreSQL > Start Service do you see any postgres.exe processes in Task Manager > Processes?
Assuming it's all installed OK the normal cause of this is a firewall issue, so please read our
Firewall Guide.
If you still can't get it working please
report your problem and include the last few postgres log files.
