Unable to create PostgreSQL database: PT3 DB
Reason: Unable to login to database (template1). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "???" and accepting TCP/IP connections on port 5432?

I get this message and when go to turn on postgreSQL I get The service is not responding to the control function. More help is available by typing NET HELPMSG 2186.

Do you have PostgreSQL installed?
Was it installed by PT3?
What operating system do you have?
