File format documentation for exported stats/HUD?

Is there documentation available on the file format PT3 uses for exporting/importing stats? It sort of looks like XML/Unicode, but I wasn't able to view it with an appropriate editor.

The motivation is the following. I'd like to create some colour schemes, and doing it with the mouse is rather tedious. So I'd rather generate them automatically.
