I am having to format my hard hard drive and re-install my OS and I was wondering if there is a way to export my database? Also what happens about m license as I have already used my license on my desktop and laptop..will I have to pay for a new license?

You will be able to re-use your same code, that's fine - uninstall PT3 before you format.
In Beta 29 then Database > Database Management window now has Backup and Restore options to allow you to store and retrieve your database.
See also the PT3 Backup Files if you want to save your configuration too.
