i downloaded the pt3 ok but then says i need sql download also, i try to download sql but get error messages "failure to initdba1!"
and " please see logfile in c/program" but theres nothing in c/program about sql or anathing pt related. all my programs but nothing

I have combated this error couple of weeks ago. And I assume you trying to install sql version 8.3 and probably run vista as your os as I did. The only way to solve the error I found is to download and install previous version of posgresql - 8.2.9. It installs and runs ok.

This error message occurs as a result of an incompatibility between PostgreSQL 8.3 and Windows Vista.

The proper resolution at this time is to manually download and install the most recent of the 8.2.x branch.
