I no longer have PT2 installed nor the postgres database. What I have is an export of my old pt2 db (in the form of a .backup file) and PT3 installed. Is there any way for me to import from the old .backup file?

If you restore your database then PT3 should be able to import from it using the menu Database > Convert.
