Configure PostgreSQL Server???

downloaded and installed PT3 and PostgreSQL 8.4 but can't get PT3 started on my computer (Windows 7 64-bit).
when I hit connect, this pops up:
I have Norton Internet Security and as you see above configured the 'Smart Firewall' to allow both PT3 and PostreSQL but that made no difference. Turning off the firewall didn't do anything either.
