Can't speak from experience, but I'd say behind the Stratosphere and the area across from The Boulevard Mall on Maryland Pkwy (just behind those little strip malls). Both of these areas, I've heard, can get so bad that cops won't dispatch patrol units unless it's an absolute emergency. Could be exaggerated though.
** The only time I've ever had any problems was in casino parking lots. One mugging and another "attempt" a few years ago. And you think it'd be safe... but nah, it ain't.
