So they set fixed rates that run 50-100% higher than an Uber or Lyft. Brilliant.

As someone who flies in and out of McCarran a couple of times per month, this will not be competitive with uber/lyft, even during surge pricing.
Price of taxis is less of a competitive issue than is the user experience, (Admittedly, my trips are not to the Strip and I bill out the costs, but I can vouch that uber's user experience overwhelms the typical taxi ride.)
Anyone can look up their uber cost before riding, I would be astounded if anyone will be incentivized to switch to taking a taxi under this zone program.
$27 fare to the Westgate ? That would kill Trooper Tuesday, regardless of whether Uber surges at that time because of the airport crowds rushing there to play.
The LV taxi industry killed building the monorail all the way to the airport, but they are over matched by technology these days.
