I would be surprised if much of this was really filmed in Vegas considering that it's a period piece, but you have me wondering.
Even Godfather & Godfather II, despite being nearly flawless films, used stock footage circa 1950 for the Las Vegas scenes, with the interiors filmed at a studio. Despite Godfather's big budget, they even used the same stock footage twice – same clips in each of the two films. Screen shots:
by the way, in the first image here: the Thunderbird is where the unfinished Fontainbleau construction site is today, and the neon sign for El Rancho (the very first neon on the strip) is the empty lot between Fontainbleau and SLS Hotel. The second photo, The Desert Inn, is just about where the Wynn's parking garage is now.
