By "first round," I assume you mean after the first draw?
I'm pretty sure I've done that. e.g. raise late with something along the lines of 8-5-2, get called by multiple players, brick on both cards, then suddenly see a raising war in front of me. Maybe that's being nitty, but it doesn't seem like an unreasonable thing to do, unless you're at a table with a maniac who will overplay some rough made hands. (That happened quite a bit in the low-stakes TDL games on Stars right before Black Friday. Rather amusing to watch.)
Then again, perhaps you misheard them or I'm misunderstanding you.
