Says in the rules in the op 'Russia counts as Europe or ROW'

Also, not that this is likely and not to be pedantic but I assume that players from the other bicontinental Eurasian countries (Turkey, Azerbaijan, Georgia, Armenia and Kazakhstan) are also ROW/Europe?

I don't understand why Esfandiari is listed as American when he was born in Iran, when others are listed as their birth countries even if they are US citizens.

I know it's not perfect but I figured it is the most objective and fair method to go with.
