Villain is a 17/13 TAG 2p2er. We don't have too much history.

SB: $494.50
BB: $341.35
UTG: $74.00

MP1: $147.30
Hero (MP2): $640.30
CO: $422.60

Pre Flop: Hero is MP2 with A 4
3 folds, Hero raises to $16, 1 fold, BTN calls $16, 2 folds

Flop: ($38.00) 7 3 A (2 players)
Hero checks, BTN bets $24, Hero calls $24
I think he's far more likely to bet worse than call worse, so I play it passively here.

Turn: ($86.00) 2 (2 players)
Hero checks, BTN bets $64, Hero calls $64

River: ($214.00) 5 (2 players)
Hero checks
I'm c/r for value here obv. I'm thinking a lot of his range is probably really weak that can't call a bet but might 3-barrel. Also if he has aces-up or a set he should still value-bet allowing me to c/r.

I'm not a fan of the turn action, but as played, I do like the river c/r more than leading out.

wait what

you take the most obvious bluff-inducing line ever and he keeps betting... and you think he's actually bluffing?

I did not necesarily say that he's bluffing, I said c/r probably maximizes vs both his bluffs and strong hands like sets.

I fold the turn.

As played, I like the river check-raise (he has 22/33/77/A7s or AQ), but I probably lead out something like 144$.

The gutshot makes it tempting but I might fold the turn. As played, c/r is okay. Fake block might be better, provided you know he won't freeze up with a set and go "OH NOS! A STRAIGHT! ****, call."

If you take this line, then you should probably check/fold this flop sometimes with air, but nobody ever does that, which is what I think Soah was getting at.

I'd just lead 164 or something and bank on him being all "wtf this makes no sense i call"

Yeah but his range isn't really rife with bluff-catchers. Like I'd be surprised if he showed up with A8 or like JJ given his line.
