Yes it is accurate and yes it does favor higher handicappers, especially in 9 hole league play. Certainly easier for a guy who needs 5 points in a 9 hole match to luck in a 4 point birdie and a few bogeys to be +1, where a 13 has a lot more work to do.
To try to minimize sandbagging both the league and quota group that use this format at our club maintain a quota average. So your initial quota is calculated as above, but after a few rounds your quota is based on your performance in the quota matches. That way you can't pad your handicap with a bunch of casual bad rounds, then shoot lights out when money's on the line.
