The maximum lie angle of a putter is 79 degrees, therefore if you place the putter perfectly vertical the heel of the putter head will be way off the ground.
So while it's physically proper to want to be at 90 degrees, the equipment rules make this impossible. You can get around it a little bit by having a very small putter head.
I've personally gone down all these avenues with a long putter over the years.
