A mass of people moving from greenside to the next tee or fairway takes longer than it takes for the group behind to play after Tiger walks off the green.
Same with all the people moving after Tiger hits his approach. It's not like there's time for that to completely clear out before the group behind can hit their tee shots. There will always be a lot of movement in the gallery when they are hitting. Also it's not like it's really far from the green to the next teebox. So all the noise and such affects the group behind. The gallery is more cognizant of Tiger's playing partner and will be more likely to stay still and quiet for him than the guys behind
Maybe if the last group intentionally falls way out of position it would work the way you imagine it but that is not what typically happens.
