Rules are rules, you don't have to agree with them, but you do have to follow them. And this is what separates golf from other sports in a good way.
Technology has greatly assisted golf and golfers in a variety of ways, nothing wrong with it working both ways. He knew he was taking a risk in removing those loose impediments, don't feel sorry for him. He could have just left them there.
It does strike me as odd that Tiger has been penalized three times so far this year on infractions he had zero clue about. And that's not counting the incident at The Players with his drop that people were howling about. Of course if he could keep the driver in play he wouldn't have to worry about any of it.
