Todd Mitchell shoots 67 and fails to sign scorecard, DQ. I'm pretty sure that is covered in Rules 101.
I guess there is a negative correlation with ability to shoot low scores and ability to get the scorecard properly signed. (Minjee Lee a recent example) I'd prefer the former, because the latter should not be too difficult to learn, right?
