I'm admittedly not a good golfer (around 18 hcp) but there has never been any shot in my life where I've thought "that'd be alright/better if I'd just had a different ball".
I can see practice, time, knowledge, lessons and clubs improving my game, but playing ball X vs Y is pretty far down my list.
i mostly agree with 2 proviso (probably just one that i describe 2 different ways):
1) i pretty much see that as true for any ball i paid for, new/used and soft/hard, cheap or expensive. it doesn't seem to matter that much to me ... crapppy balls i find on course and old balls that are somehow in your bag are completely different.
2) i do think the one place it makes a difference is putting. so much better to putt with just one type of ball all the time. but again like #1 it usually manifests itself strongly with old rock hard balls i play with sometimes.
