This is true, but let's look at this from a different point of view using the U.S. Open qualifier as an example. There are two types of entrants, those who are entering because they have a chance at successfully qualifying, and those who have no chance and are only entering for the reasons you listed.
Now, it is fair to those who actually have a chance to be paired with those who have no chance? Is it fair for someone shooting under par to be paired with someone shooting 90+?
Now, a state am qualifier is a little different because of the much higher handicap limitation and the fact that an over par round is still going to advance.
