the korean situation is much more interesting...... what was the actual problem with the fringe? was it a case of where it was hard to tell what was green and what was fringe? i would say that will be normal playing later in the year in korea...... i think golf rules need to be a bit less restrictive. assuming someone caught that it was fringe at that time then simply put your ball back..... people say "oh, but you could game the situation". but i say, just keep track of how often players end up doing this. if it's a habit then speak to them about it.
