If you want that bet with handicaps, aren't you in effect saying that you think your handicap is more inflated than theirs.
As for playing the top 20, I'm a single digit handicapper, a former collegiate golfer (D2), a former club pro, and I would want no part of playing all of the top 20 for $1000 a hole.

Say 50% of the top 20 on this list are fudging by 5 or more strokes (which I think is conservative). If you play a round of $1k/hole skins, you've got quite a big edge assuming the stakes don't put you off your game, which is why I stipulated someone taking up this bet against the top 20 would have to be comfortable doing so.
Against those with real + handicaps, since they generally play very close to their handicap on any given day, and a 10 handicapper has a lot more variance, you can get creamed pretty bad, and a skins format is probably a lot worse for you than match play since squaring holes is a lot cheaper than losing 2+ pushed skin, so that'd be another stipulation. Or maybe I mean skins without pushing. Betting on matchplay would probably just be a lump sum to the winner?
