Assuming it was in the closely mown areas only, a lot of it depends on how good the fairways are.
If the fairways are really good, there is almost no difference playing the ball up in wet conditions compared to playing it down in dry conditions. Obviously there's a big difference playing it up in wet conditions compared to playing it down it wet conditions because of water between the ball and the clubface in addition to mud balls.
If the fairways aren't very good to begin with, it's a pretty big difference. instead of a tight scruffy lie on crap grass you can find a little cushy tuft where you can pretty much do anything you want.
My guess on that course this time of year is that it made a couple of strokes difference. There are some holes I remember that were tough to grow good grass on because of trees or proximity to a creek or whatever.
