I was talking rather about hotkeys than HUDs, but anyway, even though I recognise that I'm obviously not the only one who gets custom software written, I really believe that the lack of publicly available tools deters or neutralises at least some of the regs because they either don't want to pay much to programmers or are not in touch with proper ones or are just too lazy to improve the technical side of their grind even though they put in a lot of effort into game strategy studies.
